Proposed Modifications to the UIIA
In accordance with Appendix I, Section V. of the UIIA, all participants were notified on July 7, 2010 of modifications to the Uniform Intermodal Interchange and Facilities Access Agreement (UIIA) that were approved by the Intermodal Interchange Executive Committee (IIEC) during a conference call on June 24, 2010.
Participants are provided with a 30-day period to review and submit comments on these modifications. All comments will need to be submitted in writing, via e-mail to debbie.sasko@intermodal.org by no later than August 6, 2010, to be considered. The proposed effective date of these revisions will not be before August 23, 2010.

New Enhancements to UIIA Application
Effective March 9, 2009, new enhancements were introduced in the UIIA application. Based on feedback received from both Motor Carriers and Equipment Providers, here are some of the major new features recently added to the application:
- Ability for companies to establish UIIA Secondary Users with "read only" access to UIIA Account information.
- View Pending Insurance Policies — quipment Providers and Motor Carriers can view insurance renewal information where the policies have a future effective date. This will enable Equipment Providers to see in advance if a Motor Carrier has renewed their insurance prior to the expiration date of the current in place policies.
- Addition of MC Number, DOT Number and Federal Tax Identification number are now all available for Equipment Providers to view from the Motor Carrier Detailed screen.
- Email notifications — Because the majority of all UIIA notifications are now sent via e-mail, we have modified the subject lines to be descriptive of the contents of the notice so Motor Carriers and Equipment Providers can quickly determine if any action is required.
- Search Screens — the flow of the MC and IDD search screens have been modified to return user to their original search results versus requiring a new look-up to be done each time.
These are just some of the recent new enhancements added to the UIIA application. We encourage all users to refer to the notification sent out on March 6th for a detailed explanation on all the new features. We appreciate the feedback of our customers and will continue to explore additional features that will further benefit our participants.
Dispute Resolution Process (DRP)
The recent modifications to the UIIA that became effective on August 1, 2008, included the implementation of a mandatory and binding Dispute Resolution Process to the UIIA for arbitration of claims relating to per diem/use charges, M & R and lost/stolen equipment. The purpose of the program is to provide an alternative method for resolving issues involving these types of invoices after all dispute resolution processes under the UIIA/EP Addenda have been exhausted.
Claims submitted under the Dispute Resolution Process must meet the criteria outlined under the DRP Guidelines identified in the new Exhibit D in the UIIA and the claim must have occurred on or after August 1, 2008.
Note: Effective April 1, 2010, the filing fee for submission of claims under the DRP process will be $100.

AAR TOFC/COFC Interchange Rules Revised Effective December 1, 2008
The Association of American Railroads (AAR) has revised the AAR Intermodal Interchange Rules effective December 1, 2008. Sections B, F and G of the AAR Intermodal Interchange Rules are referenced in Section D.3.d (1) of the Uniform Intermodal Interchange and Facilities Access Agreement (UIIA) as the controlling document for the classification of Wear and Tear.
